Abstract. e modern vision ofhuman capital involves taking into account a wide range
ofcomponents, not only health and education indicators, but also features ofsocialization and
cultural development, including inthe structure ofthe supra-professional skills that allow indi-
viduals to work ina team, be competitive and open to innovation. Human capital is an important
driver ofeconomic growth, but its impact depends not only on its qualitative and quantitative
characteristics, but also on the institutional environment. Based on the results ofthe expert survey
(n = 170) insix border regions ofRussia, the authors study the problems ofe ciency ofhuman
capital at the regional level, assess its di erent components and institutional conditions. e main
conclusions ofthe study consist inthe observation ofsystemic contradictions manifesting them-

selves inthe interdependence ofhuman capital and the functioning ofsocial institutions and pre-
venting border regions, especially those inthe eastern part ofRussia, maintain the human capital
ofthe population at a high level and make full use ofit for regional development.
