Abstract. e relevance ofthe research proposed inthe article is determined by the fact that
one ofthe basic components ofhuman capital is the educational potential ofthe population,
whose qualitative characteristics determine the future development ofthe country. e purpose
ofthe proposed article is to describe the speci cs ofthe subjective and objective components
ofthe educational potential ofthe population ofborder regions, as well as the motivation ofciti-
zens to optimize it ina regional context. e analysis ofthe functioning ofindicators ofintellec-
tual capital and educational resources ofthe population is based on an interdisciplinary approach
(economics, sociology, pedagogy); the theory ofreproductive mechanisms for the dissemination
ofintellectual information at the macro, meso and micro levels ofits implementation is used,
the phenomenon of„lifelong education“ and „lifelong education“ is investigated. Conclusions are
drawn that the actual factor ofdevelopment and improvement ofthe e ciency ofhuman capital
is a high level ofliving.
