A general focus lays on the analysis of social mechanism of provision&nbsp;of social security in the context of social risks in the sphere of interethnic and&nbsp;interconfession relations; it includes three level of analysis: micro level (institutional),&nbsp;meso level (social-group) and micro level (individual). The results&nbsp;of the study indicate the relevance of timely implementation of measures aimed at&nbsp;promoting social adaptation and integration of migrants into the host society. The qualitative analysis&nbsp;of documentary sources allowed to carry out the social and historical analysis of&nbsp;social risks and social reserves of work of Mining and chemical plant in a binding&nbsp;to historical periods of its development (in the period from 1950 to 2012 were&nbsp;used). Content analysis revealed the views of the leadership of the MCC on the&nbsp;existing social security of the plant. A mass questionnaire survey helped to analyze&nbsp;the views of employees regarding the existing social security of the Mining and&nbsp;chemical plant. The study was conducted twice-in 2013, in 2017. The study proved&nbsp;that during its existence, the MCC, faced with social risks, minimized them with&nbsp;the help of existing social security in the enterprise. The historical periods of its development&nbsp;were divided into stable and transitional types of society. The scientific discourse of the problem is aimed&nbsp;at analyzing the integral and conflict-causing aspects of the activities of modern&nbsp;diasporas, which will be determined by the specificity of the historical, socio-economic&nbsp;situation, region of residence, features of interethnic policy, etc. The goal of&nbsp;the article was to analyze evaluations of representatives of diasporas in six regions&nbsp;of the Russian borderland about success of adaptation and integration of migrants&nbsp;in the host community. The set of indicators included attitudes towards migrant&nbsp;children in educational institutions, opinions about the restriction or stimulation of&nbsp;migration in the regions, attitudes towards illegal migrants, the problem of national&nbsp;enclaves. The presented results are based on a systems approach, the theory of interdependence&nbsp;in the world development, the essence of which is the formation of&nbsp;the transnational structure of the world community.&nbsp;Conclusions about the adaptive and integration potential of regional diasporas&nbsp;are made, differential assessments on a number of socially significant issues that<br>determine the scientific field of the phenomenon of transit migration in the border&nbsp;areas of the Russian Federation under study are presented. National security&nbsp;ensures not only the protection of national interests, but also promotes necessary&nbsp;conditions for the development of individuals, society and State. The aim&nbsp;of the article is to identify the most pressing external and internal challenges&nbsp;of the Russian society. The empirical base of the research included the materials&nbsp;of the expert survey conducted by the Vologda scientific center of RAS in&nbsp;February 2018. Methodically work draws on the tools of the expert scenario&nbsp;prognostic monitoring of the «Russia 2020. Transition strategy», carried out<br>by the Institute of sociology of RAS jointly with ZIRCON research group in&nbsp;July — October 2015. This made it possible to compare expert assessments&nbsp;in the whole country and the region. It has been revealed that among the most&nbsp;important internal&nbsp; challenges of the country’s development, experts distinguish&nbsp;social inequality, the crisis of the health care system, social security, education,&nbsp;the decline in the level of human capital. The relevance of the study is noted,&nbsp;it is indicated that the public danger of crimes committed in the field of public procurement is associated with special features of the subject who committed the&nbsp;crime, the concept of which is inextricably intertwined with the concept of an official.&nbsp;A retrospective analysis of the concept of «official». The attention is focused&nbsp;on the fact that the establishment of authorized persons in the Commission of corruption&nbsp;crimes in procurement should be based on the fact that the crimes of this&nbsp;category can be committed only by persons performing their functions exclusively&nbsp;in the performance of their powers related to the procurement. There are arguments&nbsp;in favor of the fact that the subjective side of crimes in the sphere of state, municipal&nbsp;procurement and procurement by certain types of legal entities is characterized&nbsp;by guilt in the form of intent in relation to the criminal act itself, a selfish motive&nbsp;or other personal interest, while the attitude to the consequences does not affect the&nbsp;qualification. It is indicated that when committing a corruption crime in the field of&nbsp;public procurement, the act is a violation of the rules regulated by special rules for&nbsp;procurement at any stage. Conclusions are drawn on the structure of the analyzed<br>crimes.</p> 2019-03-26T00:00:00+07:00 Copyright (c) 2019 Society and Security Insights ALTAI RUSSIA: ON THE HISTORY OF NATIONAL RESISTANCE TO THE DISCRIMINATION “ANTIRASKOL” POLICY OF THE IMPERIAL REGIME 2019-04-29T15:42:40+07:00 Вячеслав Александрович Должиков <p>On the basis of modern methodological positions, the article highlights the&nbsp;unique historical experience of the formation of a large territorial community of&nbsp;“bricklayers” in the mountainous areas of the Russian Altai, the system-forming&nbsp;core of which was the peasants migrated from northern Russian regions who were&nbsp;Orthodox believers in their religion. The purpose of the study is to emphasize the&nbsp;importance of freedom as a basic ideological value, organically inherent in this ethno-confessional community and allowing them to successfully operate in adverse&nbsp;political conditions. Emphasizing the love of freedom of the founding fathers of&nbsp;Altai Russia, the author argues that it is this quality of human capital of the Russian&nbsp;Old Believers that allowed them not only to withstand the long-term opposition to the expansion of the serf regime, but it also allowed to develop their economies in a&nbsp;market-oriented, entrepreneurial manner. Special attention is paid to the economic&nbsp;success of this people’s colony, the principles of organization of local self-government,&nbsp;collectivist relationships, lifestyles, culture and morality of the peasant Old&nbsp;Believers of Altai Russia. In the final section of the article, the author dwells on the&nbsp;final results of this phenomenal experiment and formulates the conclusion that the&nbsp;resistance of the Altai pioneers to the discriminatory policy of the imperial regime&nbsp;was not fruitless.
