THE INSTITUTIONALIZATION OF SOCIAL SERVICES AS A FACTOR OF PERSONS WITH SPECIAL NEEDS’ VULNERABILITY REDUCTION IN THE SOCIAL SPACE OF THE EAST KAZAKHSTAN REGION

Abstract

The subject of the study is the analysis of conditions for the development of a system of social services for persons with special needs in the East Kazakhstan region. The scientific novelty of the results obtained in the study is that the characteristics of the social status of persons with special needs are given, which makes it possible to develop measures at the republican, provincial and local levels aimed at raising the social status of persons with special needs in society and of course the realizing their needs. It was found that the social system should work on the issues of institutionalization in full and should focus not only on the process, but also on the result. The developed recommendations on improving the institutionalization of social services for persons with special needs in the social space of the East Kazakhstan region will help improve the conditions for the realization of the needs and interests of persons with special needs, improve the management of all social processes in modern society, draw attention to work with management personnel, including in social institutions.
