REGIONAL INNOVATIVE ENVIRONMENT: METHODOLOGY FOR ASSESSING AN INSTITUTIONAL STRUCTURE
Abstract
The development of a territory clearly involves the implementation of innovations to ensure its economic growth and improve the quality of life of its people. This implies a preliminary assessment of the institutional structure of the regional environment for introducing innovations with a view to its susceptibility to innovations. If necessary, this structure needs to be adjusted, so that the environment of the region becomes susceptible to innovations. The article discusses a new method for assessing the factors of regional innovation environment. It assesses the three fundamental groups of factors: legal, infrastructural, and economic. The study is significant due to its contribution to the development of methodologies for assessing the factors of the development of the innovation environment in the regions. We base on the index method and take into account the expert opinions of innovators. The research uses economic and statistical methods, expert assessment methods, correlation and regression analysis and the index method. As a result, an organizational and economic mechanism for regulating the development of a regional innovation environment is formed. It is based on the PRIM-Index method. It deals with the innovators assessments, in order to increase the level of regional innovation potential as a factor in the socio-economic development of the Russian regions. We suggest an algorithm for making management decisions in order to improve the innovative potential management of the Russian regions.
