MODEL OF ENSURING ECONOMIC GROWTH WHILE MINIMIZING NEGATIVE ANTHROPOGENIC IMPACT

Abstract
Ensuring economic growth while minimizing ecological damage is becoming increasingly relevant in modern development conditions. The stratification of the global economic system, restrictions caused by the unprecedented imposition of sanctions, disruption of global supply chains, the redirection of key participants in production towards localization and import substitution have led to a change in the structure of material production resources.This circumstance creates a complex of risk factors in the field of ecology, which will lead to an increase in the «cost» of economic development. Transitioning from an extensive growth model to a development based on resource-efficient technologies will help break negative trends. Addressing the challenge of preserving economic growth while reducing negative impact on the environment requires a reevaluation of approaches and the useof forward-looking indicative planning of necessary resources, taking into account the possibilities of secondary waste utilization to minimize negative anthropogenic impact.The research goal is the development of a functional model of sustainable development (over time), based on the principles of replacing natural capital by increasing the use of labor and capital resources with developed institutional support from the state. Such a model ensures the resolution of the conflict between «economic growth — minimizing ecological damage» through the application of the resource efficiency concept, based on the optimal selection of resource. The article outlines directions for the practical implementation of the basic model of ensuring sustainable development, as well as measures for its practical implementation, grouped by production factors.
