DEVELOPMENT OF METHODOLOGICAL TOOLS FOR ASSESSING THE ECONOMIC SAFETY OF INDUSTRIAL AGGLOMERATION (BASED ON THE EXAMPLE OF PERM AGGLOMERATION)

Abstract
This article briefly presents the formation of methodological foundations for the analysis and assessment of economic security in an industrial agglomeration. Digitalization processes have completely changed the tools for managing the region. The study is based on a systemic-institutional paradigm, where a transition in management has been made from «closed-loop» systems to open, self-organizing systems. Reciprocity of goodsand redistribution in case of bankruptcy in industrial organizations required institutional support over a long period. The theory of institutional and economic dysfunctions believes that institutions may not fulfill their functions and fail to achieve their goals. Existing indicative tools for assessing the economic security of an industrial agglomeration are outdated and do not contribute to solving problems in conditions of uncertainty andthe destabilizing impact of economic risks and threats. The development of theoretical foundations is aimed at substantiating the assessment methodology, the purpose of which is to identify and eliminate the dysfunction of institutions, and bring the institutional system to equilibrium, which will significantly speed up and improve the quality of decision-making.
