ECOLOGICAL-ORIENTED DEVELOPMENT OF THE ARCTIC REGIONS OF THE RUSSIAN FEDERATION

Abstract
The article presents the results of a comparative analysis of changes in some components of the natural environment on the territory of the Russian Federation, in the regions of the Arctic zone as a whole and for each of region separately. The goals, objectives and projected quantitative values of criteria for improving the quality of environmental components are contained in such fundamental three normative documents as the Decrees of the President of the Russian Federation, which are grouped by the authors into five groups and divided into two implementation periods from 2018 to 2024, and from 2024 to 2030 and before 2036. To carry out the analysis, the authors calculated relative indicators that reflected the dynamics of changes in the criteria for achieving goals according to the existing criteria of environmental protection for the components of the natural environment, according to which forecasts of quantitative indicators were determined in the National Project “Ecology”. The analysis of the annual improvement (change) in the value of each indicator made it possible to determine the possibility of obtaining environmental protection results to improve the state of the atmosphere, reservoirs, forests, the natural environment in cities and reduce waste in all the studied territories. Conclusions were drawn about the need to create: federal projects to improve all components of the natural environment, not only the atmosphere, water bodies, forest resources and reduce anthropogenic waste; annual state statistical reporting on all indicators — criteria for the implementation of strategic goals aimed at improving the quality of all components of the natural environment.
