THE SPECIFICS OF THE HUMAN CAPITAL OF THE RUSSIAN BORDERLAND

Abstract

The problem of studying human capital in the differentiated territories of modern Russian society is actualized by the fact that the innovative development of the Russian economy and production put forward new requirements for the quality of human capital. Such qualification characteristics as readiness and motivation to constantly acquire new knowledge and innovative competencies are becoming increasingly important. The state programs for the reproduction of human capital at federal and regional levels, the main purpose of whose is to create effective mechanisms for the reproduction of human capital, could solve such problems. The specifics of such programs should be the motivation of employers to create effective conditions for training personnel in demand by business and production. The article presents a description of the contradictions of human capital in Russian society, as well as brief results of an empirical study of the described trends.
