ON THE UNIFICATION OF THE SUBSTANTIVE REQUIREMENTS FOR THE SCIENTIFIC RESEARCH AND THEIR INDEPENDENT EXAMINATION

Abstract

This article summarizes the long-term experience accumulated by its author as an independent expert in substantiating the effectiveness of investment projects through the Moskomzaym and other organizations, including international ones, evaluating the effectiveness of federal targeted programs and the activities of scientific organizations through the FASO, conducting a comparative analysis of the quality of textbooks in the line the University Book magazine and the Russian-German publishing house DirectMedia, graduation qualification works (also through Direct-Media), a finalist in the All-Russian competition of managers in 1990 and the All-Russian competition of teachers of the RANEPA (2013–2014), also an expert for a number of years of the Accounts Chamber of Russian Federation and the National Research University Higher School of Economics, and formulates the requirements for conducting high-quality scientific research and independent examination of research papers.
