Abstract
The article examines and distinguishes in justification the terms of environmental, cultural and social costs and benefits. The properties of the study of these concepts are given. The analysis of approaches to their assessment on the basis of objective criteria and subjective ideas is carried out. An economic-geographical approach is used, characterized by consistency and complexity, which makes it possible to identify territorial differences at different levels
