SOME ASPECTS OF INCREASING THE EFFICIENCY OF THE APPLICATION OF THE PROJECT APPROACH BY STATE AND MUNICIPAL AUTHORITIES

Abstract
One of the important tasks facing the Russian state our state in the conditions of modern challenges and socioeconomic problems is the need to improve the efficiency of public administration. Numerous attempts to reform it and the ongoing administrative reform are aimed at this.
Project management is being actively introduced in state and municipal authorities. The relevant legal framework, the functional structure of management, the main stages and documents have been prepared.
But the question arises, is the system of state and municipal management itself, represented by the staff of public authorities to implement the tools of the project approach? Introduction of technologies and tools of project management increases the requirements for managerial competence of state and municipal employees, their knowledge and skills in the field of project management. It is important to identify a set of specialized competencies in the field of project management, which will allow to act effectively, developing and implementing the project.
