STATISTICS AS A TOOL AND REFLECTION OF STATE POLICY: PROBLEMS AND TRENDS

Abstract
Despite the complication of information sources, which is typical for modern society, the most important means of reflecting socio-economic reality remains official statistical information. Based on the theme of insufficient user satisfaction with official statistical information, which often emerges in the Russian public space, the author, as a regular consumer of statistical products, sets the goal of identifying the most important problems in this area and conducting their critical analysis.
The work focuses on the study of completeness and quality issues of officially published statistical information in relation to the engineering industry, which represents the range of the author's scientific interests.
A comparative analysis of the Russian Statistical Yearbook content in terms of displaying information about mechanical engineering showed that, in comparison with today, in the “mirror” of statistics of the early 2000s, mechanical engineering is reflected retrospectively in a deeper, more informative and meaningful way, which allowed the author to state the fact of degradation information product of domestic statistics.
At the same time, noting the gradual involution of the statistical product and comprehending its causes, the author puts forward the idea of the declining the quality of statistical information with the liberal understanding peculiarities of the state role in the economy, which has dominated the state policy of the Russian Federation since the 90s of the last century.
Clearly understanding that in the changed development paradigm, where the state is a key sense-forming and coordinating actor, the existing system of official statistical information does not satisfy research and management needs, the author sees an urgent need to transform statistics from a formal means of reporting, which has little demand as an instrument of public policy, into an effective control tool.
