FINANCIAL REGULATION INSTRUMENTS FOR THE SOCIO-ECONOMIC DEVELOPMENT OF THE PROBLEM REGION

Abstract

The article discusses ways to improve the management of socio-economic development of problem regions of various types: depressed, mountainous, border.The system of specific financial instruments and institutions of targeted state support in problematic regions has been substantiated: a special preferential regime for intergovernmental relations, the formation of interregional programs in specific areas of development, the creation of priority development areas, the implementation of a special type of state programs for the regions that are most behind in socio-economic development from the average Russian parameters, such as individual regional programs. The classificationof the instruments of financial regulation of regional development is substantiated: budgetary, tax-credit and organizational-political. A set of instruments for financial regulation of the development of problem regions is defined. The most effective, according to the authors, are: the development of special programs providing for budgetary, tax-credit and organizational-political means and methods of regulation. It is concluded that it is advisable to expand the list of instruments for financial regulation of regional development, taking into account the specifics of socio-economic processes in problem regions.
