IMPROVING THE PROCESS OF INITIATIVE BUDGETING AS A REAL INSTRUMENT FOR REGIONAL SOCIO-ECONOMIC DEVELOPMENT

Abstract
The article focuses on the involvement of the population in the process of socio-economic development and in solving pressing problems of their place of residence during a difficult period for the country. The Address of the President of Russia to the Federal Assembly in February 2024 touched upon the topic of development of municipal territories in the course of joint activities of federal and regional authorities, local governments, civil activists and the entire population. The relevance of the topic of effective cooperation between the authorities and the population during the implementation of initiative budgeting as a modern and accessible tool for residents is also emphasized at the highest level. The purpose of the work was to continue research into the dynamics of the process of initiative budgeting in Russia; identifying problems associated with project activities, proposing a number of ways to solve them. The need to start the process from school (school initiative budgeting) was noted as a potential for the development of civic engagement of the younger generation of our country. The involvement of the authors in the process under study allows us to evaluate it using theoretical methods of objective analysis of the situation, expert opinions, legal and archival documents, relevant information, and show through practical experience a number of successful initiatives being implemented in the Altai Territory and the city of Barnaul.
