STATE CLUSTER POLICY IN THE REGION: PRACTICES AND PROBLEMS OF IMPLEMENTATION

Abstract
The theoretical and institutional aspects of regional cluster policy are considered. Using the example of the regional center for cluster development, the authors considered a wide range of practices and tools for financial and non-material support of territorial production clusters in the Altai Territory. Using the results of surveys of experts and managers of cluster enterprises, problems were identified and directions for the development of cluster support were proposed. The key problems include, on the one hand, the instability of the economic development of cluster enterprises caused by a lack of their own resources, insufficient interaction with scientific and educational organizations, significant barriers to entering new markets. Оп the other hand, there are limited opportunities of the used government support tools and forms, resulting in a low level of regional enterprises motivation to integrate into a cluster format.
