DESIGNING A RISK IDENTIFICATION MODEL FOR THE CONSTRUCTION INDUSTRY USING THE PEST ANALYSIS METHOD

Abstract
The construction industry is subject to a large number of risks caused by a situation of uncertainty and related to a variety of factors: the complexity and uniqueness of construction projects, the involvement of several contracting parties, significant capital investments, the duration of the production cycle, and environmental influences. Emerging corporate risks have an impact not only on the efficiency of the construction company, but also on the stability and productivity of the production activities of customers, organizations of related industries and the economy of the region of presence as a whole.
Risk management of a construction project is a complex, multi-stage and complex process of identifying and assessing internal and external risks of production activities. This study is devoted to the first and most important stage of the risk management system in the construction industry: the identification and identification of external risks in the construction industry. The purpose of the article is to identify and assess the key risks of organizations in the construction industry of the Altai Territory associated with the influence of external factors and aimed at creating a mechanism for their mitigation. The use of the PEST analysis method to assess the main parameters of external risks makes it possible to increase the objectivity of the analysis and generate the necessary relevant information for forecasting the cost, quality and timing of a construction project. The proposed model for identifying external risks in the construction sector includes sequential and interrelated stages: identification of environmental factors; analysis of key risk factors in terms of the likelihood and materiality of the impact on the main parameters of the construction project; identification of risks of construction production; development of a control and monitoring system in the context of risk types and taking into account the specifics of the construction site. The approbation of the PEST analysis methodology in the construction industry of the Altai Territory allowed us to identify the key risks associated with the influence of external factors: political, economic, social and technological.
