PROBLEMS OF REINDUSTRIALIZATION IN THE REPUBLIC OF TYVA
Abstract
The article presents the results of the analysis of the development of industrial production in the Republic of Tyva: the dynamics of production volumes, indices of physical volume, changes in the industry structure, the share of industry in the gross regional product. The specifics of the process of de-industrialization that occurred in the 1990s in the region are considered, and its definition is given. The expediency of developing a program of reindustrialization as a process of restoring industrial production is shown, its approximate structure, goals and tasks are defined. The program should provide for the support and development of existing industries and livelihoods of the region; facilitating the technological renovation of obsolete production facilities on the basis of developing principles and directions for their modernization. The tendencies of the long-term development of reindustrialization in the region until 2030 are considered within the framework of two scenarios: conservative and modernization. The conservative scenario envisages the preservation of the current trends in industry: the dominance of the fuel and energy sector, the predominance of export of raw materials, the presence of undeveloped production specialization and low labor productivity, the conservation of inefficiency in a number of industrial enterprises due to the use of obsolete technologies and equipment. Development under the modernization scenario assumes active use of competitive advantages of the republic in the mining of mineral raw materials, implementation of large infrastructure projects, transition to an innovative development path.
