THE IMPACT OF FINANCIAL SUPPORT INSTRUMENTS ON THE PERSONNEL POTENTIAL OF THE AGRO-INDUSTRIAL COMPLEX OF THE ALTAI TERRITORY

Abstract

The existing problem of labor shortage in the country and the region requires a thorough study. This study is devoted to the consideration of such a factor of production as human capital in terms of the impact on its size and the qualitative composition of financial support instruments, including government. The paper provides a comparative analysis of the dynamics of wages of agricultural workers in the region, in the Siberian Federal District and the Russian Federation. The structural proportions between the wages of agricultural workers and workers in other fields of activity have been established. The dynamics of the rural population has been assessed, taking into account changes in its share in the total population of the region. Parallels are drawn between the size of the allocated budget funds and the availability of labor resources in the agricultural sector of the region's economy. In addition, the dynamics of vacancies in the agro-industrial complex of the region has been established. The conducted studies did not reveal a direct correlation between the amount of financial incentives allocated and the amount of labor capital in the region. According to the authors, the main reason for the current situation is the discrepancy between the social infrastructure and consumer needs of the population. Overcoming the existing discrepancy requires the search for new approaches in infrastructure development, the development of special production and technological solutions, and changes in the economic mechanism for the development of infrastructure services in these territories.
