ORGANIZATIONAL AND ECONOMIC MECHANISM OF ADMINISTRATION OF EMPLOYMENT AND INCOME OF THE POPULATION IN MANAGEMENT OF POPULATION REPRODUCTION: REGIONAL ASPECT

Abstract
The problem of population reproduction has long been present in the demographic processes of the Russian Federation, which confirms the relevance of the study. The general aging of the population, the insufficient level of natural reproduction, and the formation of stable trends towards natural decline are all contributing factors. The increase in the average age of the population is creating a shortage in the labor market in many industries and sectors, and the formation of a significant layer of young people with non-standard forms of employment is becoming a counterbalance to the desire for high income and the fear of losing oneself in the labor market, which is creating conditions in society for postponing the first and subsequent births of children. The purpose of this work was to create a modern organizational and economic mechanism for managing employment and income in the population reproduction system, taking into account demographic aging. The development of the labor market and employment of the population, as well as the formation of a sufficient level of income from various sources, have an indirect impact on the reproduction of the population, as a decrease in income can be one of the possible reasons for postponing the birth of children. The characteristics of the general organizational and economic mechanism for managing employment and income of the population will allow for the development of modern tools for influencing these economic processes. In this study, the assessment of the labor market, employment of the population, and income levels was conducted using official indicators available in open sources. As a result, a modern economic and organizational mechanism for managing employment and population income has been developed, and it has been suggested that managing population employment while simultaneously improving the standard of living (welfare) will increase the effectiveness of managing population reproduction as a whole.
