Abstract
The analysis of the institutionalization of persons with special needs is presented, including a comprehensive assessment of the microenvironment of people with special needs, which determines the problems of a service organization and the degree of individual care needs at special social service centers that systematize the opinions and proposals of managers and specialists of special social service centers. The problem of the quality of the process of social services for people with special needs, as well as the need for the development of a medical and social direction, activity and the level of professionalism of the staff is noted.
