Review Policy

All ms submitted for publication undergo blind peer review by experts to ensure a high scientific standard is maintained.

  1. The Editor-in-Chief first evaluates all manuscripts. Those rejected at this stage are insufficiently original, have serious scientific flaws, have poor grammar or language, or are outside the aims and scope of the journal. Those that meet the minimum criteria are passed on to at least two experts for review. Information about the ms receipt and its further editorial status will be delivered to the author email.
  2. Ms containing previously fully published material and / or ms that do not meet the approved formal requirements are not allowed for publication. Partial use of published information and data is accompanied by appropriate references and citations.
  3. After ms evaluation, the editor-in-chief sends it to two or three independent reviewers. Referees are matched to the paper according to their expertise and receive a review template (see the approved "Review Template"). The reviewer must draw an objective and rational conclusion without critical judgments about the author (s). Referees are not expected to correct or copyedit manuscripts. Language correction is not part of the peer review process.
  4. Typically the manuscript will be reviewed within 15-60 days.
  5. This journal employs double blind reviewing, where both the referee and author remain anonymous
    throughout the process.
  6. When the reviewer recommend article for acceptance (with minor or major corrections), the executive secretary sends the manuscript to the author (s) with reviewer(s) recommendations.
  7. The revised manuscript should be send back with the attached description contained answers to all comments and explanations of the corrections. The revised article is re-sent for peer review with the author(s) remarks. The date of improved ms submission is registered and indicated.
  8. The editorial board reserves the right to reject the ms in case of non-compliance with the journal scope and inability of the authors to implement the reviewers recommendations.
  9. Manuscripts rejected by the reviewers are not accepted for resubmission and the editorial board does not archive them.
  10. In controversial situations (in case of negative and positive reviews), the editor-in-chief sends the ms or its revised version to the third review and takes the final decision with essential author notification.
  11. Reviews are kept in the editorial office for at least 5 years and can be sent to the Ministry of Education and Science of the Russian Federation on its request.
  12. The editorial board does not discuss the ms and the rules of ms preparation with the authors and does not finalize or enhance the articles.
  13. After the manuscript is accepted, the executive secretary informs the author(s) about the publication terms.
  14. The order of articles publication is determined by the date of their registration at the editorial office. The ms dedicated to top questions or containing fundamentally new information have priority publication status
  15. The editorial boar members strictly adhere to the rules and norms of international publishing ethics
