ORGANIZATIONAL AND ECONOMIC ASPECTS OF THE DEVELOPMENT OF VOCATIONAL EDUCATION AND TRAINING OF CONVICTS

Abstract
The relevance of the article's problems is determined by the need to eliminate the organizational and economic disproportions and restrictions existing in the domestic system of professional education and professional training of special contingent of correctional institutions. Among them, the following are highlighted and considered as priority structural discrepancy between the list of professional educational programs offered to convicts and the current needs of the labor market, insufficient use of modern information technologies and equipment necessary, lack of professional selection of convicts, unsystematic and unequal access of convicts to higher education, restriction of the possibility of mastering related professions during the period of serving the sentence. A number of additions have been proposed that are advisable to be included in the list of the main stages of the implementation of the process of vocational education and vocational training of convicts. As part of the final stage, it was recommended to assess the effectiveness of this process on the basis of quantitative and qualitative indicators characterizing the level of organization of the educational process in penitentiary institutions, the professional structure of employment and the dynamics of recidivism of persons who have served sentences of imprisonment.
