ON IMPROVING TRADITIONAL FORMATS OF INTERACTION BETWEEN GOVERNMENT AND THE POPULATION AND THE NEED TO IMPLEMENT INNOVATIVE APPROACHES IN THE CONTEXT OF DIGITALIZATION AND IMPLEMENTATION OF CUSTOMER-CENTERED PRINCIPLES

Abstract
The article emphasizes the relevance of continuing the topic chosen for the study of improving the joint activities of the government and the population on the socio-economic development of the country, its regions and municipalities. The involvement of the authors in the system of state and municipal governance contributes to their conviction that issues of increasing the efficiency of interaction between the state and society are among the highest priorities when discussing various proposals and choosing ways to solve emerging problems in territorial management. Using traditional research methods, the authors pay attention to both the already established practice of parity cooperation in solving local issues (territorial public self-government, initiative projects, etc.) and the study of new approaches dictated by the development of information and communication technologies and innovative mechanisms. A number of features of the management process related to the implementation of the principles and standards of client-centricity introduced in order to improve the quality of services provided to citizens in electronic format are touched upon. Emphasis is placed on the activities of multifunctional centers for the provision of state and municipal services (MFC), the results of a survey of citizens who applied to the MFC of the Altai Territory are presented. The need to improve personnel policy, including training, advanced training and retraining of personnel for the management sphere was noted. Attention is drawn to the importance of timely development, updating and effective implementation of program documents aimed at increasing the level of socio-economic development of the country, its regions, urban and rural areas, as well as the formation of their attractive image.
