BALANCED DEVELOPMENT OF THE REGION: METHODOLOGY DEVELOPMENT AND EVALUATION (USING THE EXAMPLE OF THE ALTAI TERRITORY)

Abstract
The article considers the problem of balanced development of regions using the example of Altai Krai. As a result of on the analysis of scientific literature, the main approaches to determining balanced regional socioeconomic development are identified. A methodology for assessing the level of balance based on a system of indicators that include economic, social and environmental indicators was developed. To assess the balance of regional development, key indices were calculated, such as: economic development index, social development index and environmental development index. It is proposed to calculate the balance of regional development based on use of the corresponding integral indicator. In addition, the criteria for interpreting this indicator for further assessment are identified. Based on the proposed methodology, an assessment of the balance of regional development of Altai Krai was made, disproportions were identified, and the main recommendations for adjusting regional policy to achieve a highly balanced development of Altai Krai were identified.
