Abstract
The article is devoted to the critical problem of ineffective adaptation of young employees in the statecivil service system, leading to high staff turnover, financial losses, reputational risks and a decrease in the quality of public administration. The problem is especially acute in the regions (staff shortage, generational imbalance). The article considers such key problems as the lack of a unified adaptation system, ineffective mentoring, imperfect job descriptions, a legal vacuum, and regional personnel problems. The author substantiates the need for urgent reform of the adaptation system for young specialists in the state civil service. The proposed model, which combines detailed job cards, formalized mentoring based on the best practices of law enforcement agencies (Emergencies Ministry) and their integration into a single system, is aimed at reducing staff turnover, accelerating entry into office, improving the quality of public administration and ensuring personnel stability, especially in the regions. The implementation of the recommendations will allow moving from spontaneous and formal approaches to systemic, effective and controlled adaptation.
