Abstract

The article examines the problem of the persistent and self-reproducing nature of regional disparities in the Russian Federation, manifested, among other things, in the perpetuation of many regions” lag behind the national average growth rates. Using Altai Krai, which demonstrates accumulated lag, as a case study, the limited effectiveness of traditional compensatory instruments of regional policy is shown. The aim of the work is to provide a theoretical foundation and design a mechanism for the impact of cluster policy as a structural tool for reducing inter-territorial differentiation. The methodological basis consists of systems and comparative analysis, as well as statistical methods for assessing spatial inequality. As a result of the research, a model of targeted cluster policy is developed, sequentially implementing the stages of diagnosis, “bottom-up” design, application of targeted support instruments, and impact monitoring. The practical significance of the model lies in its ability to transform the economic structure of “weak” territories by activating endogenous potential, creating processing “growth poles,” new jobs, and increasing municipalities” own tax revenues. It is proven that the cluster approach allows for addressing the causes, not just the symptoms, of disparities, thereby contributing to achieving balanced spatial development.
