STATE SOCIAL ASSISTANCE BASED ON A SOCIAL CONTRACT: FEATURES OF PROVISION AND MEASURES TO IMPROVE EFFICIENCY

Abstract
The relevance of studying the issues of providing state social assistance to citizens is determined by the search for effective measures to overcome poverty. Poverty as a property and economic characteristic of individuals or part of the population is associated with the need for resources that provide the minimum necessary level of satisfaction of basic needs. Poverty contributes to an increase in social tension, creating significant dangers to social stability, leading to internal threats to the security of society and the state. To overcome poverty, it is important to move from tools that support the habit of dependency among citizens to formats that promote the formation of a proactive position among the population to overcome poverty and develop responsibility for the level and quality of their lives based on fulfilling obligations to the state when using targeted funds to engage in active work and self-sufficiency. One of these tools is state social assistance based on a social contract. The practical implementation of this type of social assistance is well developed, but it is determined by a number of barriers and difficulties that do not fully reduce the severity of poverty issues in the Russian Federation. The purpose of the study is to systematize the regulatory legal bases and analyze statistical data in the field of providing citizens with state social assistance using a social contract, identify trends on this basis and identify recommendations for improving this type of social support for the population. The main conclusion of the study is that the social contract is an effective tool for stimulating citizens to get out of a state of need on a proactive basis and requires its improvement, taking into account the practice of law enforcement and real implementation. The results of the study were the basis for determining the directions for improving the provision of state social assistance to the population on the basis of a social contract as one of the promising tools for reducing poverty in the country as one of the national development goals of the Russian Federation.
